The objective of PM Swamitva Yojana is to prepare residential rights records of the rural population, using drone survey technology, in collaboration with the Ministry of Panchayati Raj, Government of India, State Revenue Department and Survey of India. It aims to enable economic progress of the country’s villages by giving ownership documents to every rural home owner.

This scheme was launched by Honorable Prime Minister Shri Narendra Modi on 24 April 2020 as a pilot project in the country. National Panchayati Raj Day has also been celebrated in our country on 24 April 2020 itself. This scheme was implemented in the first phase from April 2020 to March 2021 on an experimental basis.

As a pilot project, this scheme was implemented in 9 states of the country. Under which the states of Haryana, Karnataka, Madhya Pradesh, Maharashtra, Uttar Pradesh, Uttarakhand, Punjab, Rajasthan and Andhra Pradesh were included. After the success of this scheme, in the second phase on 24 April 2021, it has been implemented at the national level in all other states of the country. The second phase of this scheme has started from April 2021. A target has been set to complete this scheme by March 2025. Till December 2022, the work of survey of 203118 villages by drone has been completed.

What is the full name of Swamitva Yojana? (What is the full form of SWAMITVA Scheme)

As it is clear from the name that PM Swamitva Yojana means to provide proprietary (ownership) documents of their land to the land owners of rural India. The word SVAMITVA is a Hindi adaptation of the English word SWAMITVA. Its full name is Survey of Villages Abadi and Mapping with Improved Technology in Village Areas. The full name of Swamitva Yojana in Hindi language is “Survey of Villages and Mapping of Areas with Improvised Technology”.

Capacity building of Panchayati Raj Institutions is one of the major activities of the Ministry of Panchayati Raj. The Ministry is providing technology based and institutional support for strengthening the Panchayati Institutions. Support for inter-ministerial and multi-sectoral coordination is also included under PM Swamitva Yojana. So that rural India can be made empowered and prosperous. Pradhan Mantri Swamitva Yojana will benefit gram panchayats and citizens alike.

How to check the status of drone survey at village level? Village Level Drone Flying Status

Step-1 First open the official website of the scheme https://svamitva.nic.in/ on your browser.

Step-2 Now click on GIS Dashboard at the top of the homepage as shown in the picture below.

Step-3 After this the page which will open in front of you. In that, first select the name of your state, then select the name of your district, after that select the name of your tehsil. Now the name of all the villages of that tehsil (in alphabetical order) and the status of drone survey will appear on your computer screen, in which you can search the name of your village. Now the status of the drone survey of that village will appear in front of you. Below image is shown for your better assistance.

After following Step-4 or Step 1 and 2, first you have to choose your state name, district name and tehsil name. After this, at the end, type the name of your village in the Search Box above the name of the state whose drone survey status you need information about.

How to download Property Card Format of States & Union Territories Property Card Format of States & UTs

Step-1 First open the official website of PM Swamitva Yojana https://svamitva.nic.in/.

Step-2 Now click on the Downloads option on the homepage. And click on Property Card Format of States & UTs at the bottom of the options that will open on your screen. As shown below.

Step-3 Now the page that will open in front of you, the list of the names of the states will open and the property card download link of that state will remain in front of it. Click on Download in front of any state you want to see the property card format. As shown in the image below.

Step-4 After clicking on download, the format of the property card will open on your screen. Which you can also print. The sample property card of the state of Uttar Pradesh will be as shown in the image below.

Online Registration for Ownership Scheme

Dear readers, e-Gram Swaraj portal has also been added to PM Swamitva Yojana. In which you can take advantage of various services. This portal will be operated by the Ministry of Panchayati Raj. Respected readers should tell you that there is no need to make any online application in PM Swamitva Scheme. The Central and State Governments are running this program in mission mode.

The government will deliver the property card of the Swamitva Yojana to all the countrymen at their homes even before the target of this scheme is 2025. The government is also making property cards available on the DigiLocker app. Information about how to make a property card through this scheme is being given below.

Firstly the village map will be given to Survey of India (SOI) for scanning.

The SOI will establish the boundary of the concerned village with the help of surveyor stone (Sehda or Sihadda). And after this will establish its coordinates which are given by Coordinates Survey of India. The employees of the Revenue Department will measure and match with the help of surveyor stone. So that there is no difference and its investigation can be ensured.

After checking the coordinates, the employees of SOI will demarcate and later the employees of Revenue Department are also expected to demarcate. Local physical inspection will be done after matching the data by both the departments. After this further action will be taken.

Now the Panchayat Department will pass the proposal to prepare the population map using the powers obtained under Section 26 of the Panchayati Raj Act 1994-95.
Now SOI will do mapping of populated roads/plots/buildings/vacant land/government land etc by drone. Drone mapping will prepare the code number, map and field book of the properties that have been identified.

After this, the Panchayat Department will invite objections on this from the common people of the village. The time limit for filing objections is 30 days.

After disposal of objections, the Panchayat Department will send the survey report to the concerned department for approval. After which the process of making property card of PM Swamitva Yojana will be started.

How to file objections in property card in PM Swamitva Yojana?

After the drone survey, the map along with the ID number will be handed over to the panchayat department by the Survey of India. With the help of this, the Panchayat department will match at the ground level. Such as residential roads / plots / buildings / vacant land / government land etc. In this, the condition of the actual possession holder on the land will be checked and after inspecting the condition of the property located in all four directions, its description and field book will be prepared.

After completing the above work, objections will be sought from the general public of the Gram Sabha. Whose time limit will be 30 days, under which the villagers will have to compulsorily register their objections. The decision will be taken by the Gram Sabha after listening to the objections. After this, Gram Panchayat and Survey of India will register in their records. The District Magistrate has been given the right to take the final decision regarding disposal of objections. Objections can be of the following types

Incorrect entry of a person’s name, father’s or husband’s name

if anyone objected to his limits
If a joint family has been given the same ID while the family members want to get separate
ID No. of joint family to a person. not included in
If someone has objection to the area of his land

An ID is in possession of two or more people and the name of only one person has been registered
The possession is of a person and the name of another person has been registered
If any dispute on any property is pending in the Hon’ble Court or stay has been obtained by the court, then the disputed land can be registered on the ID number of that property. It will be settled after the decision of the court

Dear readers, by following the very easy steps given below, you can know whether the property card of your village land has been made or not. Let us give you information about those steps in very easy words with pictures.

First of all visit the official website of this scheme https://svamitva.nic.in/.

Now scroll down on the homepage where you will see the option of Cards Prepared, click on the + sign below it as shown in the image below.

After this, in the page that will open in front of you, choose your state name, district name and your tehsil name respectively.

Now a list of the names of all the villages of the tehsil you have selected will open in front of you. Which can be of more than one page. You can see all the list of village names by clicking on Next button at the bottom. And you can see the status of the property card of your village. Villages whose property cards have already been made will have a check mark in front of their names and the date of preparation of property cards will also be written.

How to download the property card of Swamitva Yojana? How to Download Property Certificate (card) on DigiLocker App?

Any landowner who wants to download his property card can easily download his card, but only those landowners can download their card, whose mobile will have received a link from the message by the Government of India. You will be able to download the property card through this link only. Whose phone will get this link, they can download their property card by following some steps given below.

First of all, you have to go to the inbox of your mobile and find the link of the message received by the Central Government.

After that click on the given link.

After clicking on the link you will see your name address and details of your property. And below that property card download option will appear from where you can download your property card.
Presently an SMS is being sent by the Government of India to the land owners under this scheme. But after some time the state governments themselves will come to your home and distribute the cards.

How to download property card on DigiLocker app?

Property Card of PM Swamitva Yojana is now available in DigiLocker App. Beneficiaries can now view the Property Card and also download the Property Card through DigiLocker App. For this you have to follow the following steps.

First of all download and install Digi Locker app from play store in your mobile.
After this open the app and click on the Get Started button at the bottom.

Now click on the Create Account button in the page that will open in front of you. And fill your name, date of birth, gender, mobile number (which is registered in mobile number Aadhaar), your new PIN (password) and Aadhaar number according to your Aadhaar and click on Submit button.

After this enter the OTP received on your mobile. In this way your registration on Digi Locker has been done successfully.

Now click on the Search button at the bottom of the app. Now search by typing Property Card in the search box (Search for documents) on the top side of the app. refer to below image for better help
After this, a link to the property card of all the states will appear on your screen, in that click on the Property Card written below the name of your state (Board of Revenue, the name of the state will be written).

Now the page that will open in front of you, write your Land Unique ID (Property Unique ID No.) and click on Get Document. After which your Property Certificate will appear on your screen.

In this way, you will be able to download the Property Card on DigiLocker app and also take a printout of the same.

When was the distribution of property cards started by the Prime Minister?

On 11 October 2020, as the first milestone of the scheme, Hon’ble Prime Minister launched the physical distribution of property cards to 763 villages in 6 states (Maharashtra, Karnataka, Haryana, Uttar Pradesh, Uttarakhand and Madhya Pradesh) in the pilot phase Did. Under which property cards were distributed to about 1 lakh property owners. Property card distribution was also started in the state of Uttar Pradesh and Uttarakhand on 26 January 2021.
